Section 3.
The power and the authority of the municipal corporation of Falls City is by this act vested in
a mayor and city council, and their successors in office to be exercised in the manner hereinafter
prescribed; and the word "coulcil," whenever used in this act, shall be taken to mean the city
council mentioned in this section.
