Section 27.
All ordinances passed by the council must be, by the recorder, recorded in full in a book or books
provided for that purpose, and after being so entered shall be attested by the recorder, and,
after being so entered and attested, such record shall have the same force, effect, and credence
as the original ordinance.
Section 28.
A resolution shall be presented to the council, in writing, at any regular meeting and for its
adoption shall require a two-thirds affirmative vote of all the members of the council present,
taken by yeas and nays, as upon the passage of an ordinance; and a resolution shall be entered
in full in a book provided for that purpose, and attested by the recorder. A resolution may be
repealed, by a like vote as upon its passage, at any regular meeting of the council.
Section 29.
Every ordinance shall be fully and distinctly read in open council meeting on two different days
previous to being put upon its final passage. Any ordinance, however, may be introduced, read
twice, once in full and once in title, and put on its final passage at a single meeting by a
unanimous vote of all members of the council present at the meeting. Upon the final vote on any
ordinance the yeas and nays of the members of the council shall be taken and recorded in the
journal. No ordinance passed by the council shall go into force or be deemed enacted until
approved by the mayor, except as provided in sections 31 and 32 of this act. An ordinance shall
take effect on the thirtieth day after its enactment. When the council deems it advisable,
however, an ordinance may provide a later time for it to take effect and, in case of an emergency,
it may take effect immediately if the emergency is declared in the ordinance.
Section 30.
Upon the passage of any ordinance, the enrolled copy thereof, attested by the recorder, shall be
submitted to the mayor by the recorder, and if the mayor approves the same he shall write upon it
"Approved", and with the date thereof, and sign it with his name of office; and thereupon such
ordinance shall be deemed enacted.
Section 31.
If the mayor does not approve of an ordinance so submitted, he must, within ten days from the
receipt thereof, return the same to the recorder, whith his reasons for not approving it indorsed
thereon; and if the mayor does not so return it, such ordinance shall be deemed enacted at the end
of the ten days.
Section 32.
At the first meeting of the council after the return of an ordinance from the mayor "not approved,"
the recorder shall deliver the same to the council, with the message of the mayor, which must be
read; and such ordinance shall then be put upon its passage again; and if two-thirds of all the
members of the council then legally in office vote in the affirmative, it shall be deemed enacted
without the approval of the mayor.
