Section 28

A resolution shall be presented to the council, in writing, at any regular meeting and for its adoption shall require a two-thirds affirmative vote of all the members of the council present, taken by yeas and nays, as upon the passage of an ordinance; and a resolution shall be entered in full in a book provided for that purpose, and attested by the recorder. A resolution may be repealed, by a like vote as upon its passage, at any regular meeting of the council.
