Section 77
Falls City is not bound by any contract or in any way liable thereon, unless the same shall be authorized by resolution of the council, or an ordinance, and made in writing and by the order of the council, signed by the mayor and attested by the recorder; but this section shall not preclude officers of the city, in the performance of their duty, from incurring a legitimate expense in such performance, not exceeding $100.
