Section 13.
Additional officers of the city shall be recorder, municipal judge, marshal, treasurer, surveyor, engineer, city attorney and such other officers as the council deem necessary. Each of these officers shall be appointed and may be removed by the mayor with the approval by a majority vote of the council.
Section 4.
The council shall consist of six members elected from the city at large. The term of office of each councilman in office when this section becomes effective shall continue until the beginning of the first odd-numbered year after that time. At the first biennial general election after this section becomes effective six councilmen shall be elected. At that election of those candidates nominated for four year terms three shall be elected and hold office for four years and of those candidates nominated for two year terms three shall be elected and hold office for two years. At each subsequent biennial general election three councilmen shall be elected, each for a term of four years.
